Abstract

    The  state  is  based  in  its construction  on  a set   of  principles and  foundations  that in  their  entirety    fall  within   the  context  of building  a  state  of  law  and  this  is  achieved  through   constitutional  institutions  that   both  the  constitutional   founder  and  the   Algerian  legislator endowed  with  a  representative  character .and one of     the  most  important   of  them  is  the  presidency  of  republic  represented  by  the  president  of  republic  where  did  the constitutional  founder enshrined  and emphasized  that  the  president  of republic is the  head   of state  embodying   the  unity  of  the  nation   and  the  protector  of  the  constitution   and   throw  as well  the  powers  granted  to  him  in severalfiles witch   clearly  shows his  representative  role  as the  first   body in the  executive   authority . he has  several  competencies   and  powers  that  express  his  representative   role  granted  by   the  constitution  and  the   laws  of republic  whether  in  normal  or  exceptional circumstances especially  in light  of  the  constitutional  amendment  of 2020. The  representation  system  has   been  set  to  guarantee  to  citizen  the  right   to represent and  to  be  represented   at the  same   time.
