With the start of the new millennium, governments and organisations around the world raised the slogan "Human is the real wealth of nations" and committed all material and moral resources to achieving human development of quality and efficiency in which countries guarantee a life of well-being for their citizens, which
contributes to achieving development and prosperity by raising the population's standard of living, in addition to providing more educational and social opportunities. According to the study, the first step toward closing the development gap is for the government to prioritise investment in human capabilities by rationalising spending and developing health and educational systems, in addition to building a productive economic model.
