Abstract

This study analyses the electronic land register as a legal mechanism recently instituted by the Algerian legislator pursuant to Article 165 of Law No. 24-08 of 24 November 2024, enshrined in the Finance Act for 2025. The measure aims to align with recent technological developments and to promote the digitalization of real estate transactions. The electronic land register is conceived as a digital card conferred upon the property owner for the purpose of establishing title. It diverges from the traditional paper-based register both in its dematerialized form and in the breadth of data it contains. Beyond reproducing the entries on the immovable property and its holder already available in the paper register, the electronic register incorporates structured digital information concerning the property.

For the effective implementation of this register, it is necessary to adopt regulatory provisions to operationalize it, as well as to establish the requisite infrastructure and ensure cybersecurity. These measures are essential to foster confidence and reliability among stakeholders.
