This study discusses the enforcement of urgent administrative rulings, focusing on a major challenge faced by administrative courts: when the administration refuses or delays carrying out court decisions against it. It explores the reasons behind this refusal, whether due to the administration’s attitude or legal and practical obstacles beyond its control. The research looks at legal tools to address this, like penalty fines, and highlights the role of the administrative judiciary in ensuring its decisions are respected. By comparing the Tunisian and Palestinian legal systems, the study assesses how effective the laws are in both contexts. It emphasizes the need to strengthen legal and regulatory frameworks to guarantee enforcement of administrative judgments, preserving judicial authority and citizens’ rights.
