Given the increasing number of administrative disputes, which has led to heightened pressure on the administrative judiciary, this has negatively impacted the quality of rulings and decisions issued by this judiciary. This issue prompted the Algerian legislator to establish what are known as specialized administrative judicial bodies, which are authorized to adjudicate a specific type of dispute with a disciplinary nature. Among the most important of these bodies are the Court of Auditors, the Supreme Judicial Council as a disciplinary body, and the national appeal committees. One of the key criteria used to recognize the judicial nature of these bodies is the appeal process against the decisions issued by them. The State Council is the authority entrusted with adjudicating such appeals, which are classified as cassation appeals, according to various legal texts, whether those related to the State Council and the Civil and Administrative Procedure Law, or those specific to these bodies, as well as in the case law of the State Council.
