The Arab maghreb countries ( Alegria , Tunisie, Morocco ) agress that the process of preparing of preparing electoral lists is the first stage in the the electoral process, and preach from the formal conditions, as this formal condition must be met in order to allow the exercies of the electoral right of every citizen, so the electoral lists in these countries represent the cornerstone of the entier electoral system where the health and safety of the latter depends on the credibility and accuracy of the these lists, through which the electoral body expressing the will of the nation is determined in the selection of public authority men .
