One of the most important events of the constitutional amendment that took place in the year 2020, the creation of the administrative courts of appeal ; required a total judicial reform by amending the most important laws regulating the administrative judiciary, which was embodied in the year 2022. The following laws were issued successively; Judicial Organization Law 22/07, the Organic Law of Judicial Division 22/10, the Civil and Administrative Procedures Law 22/13, and the Organic Law of the State Council 22/11... all with the aim in a way that achieves the principle of litigation at two levels with simpler procedures and in accordance with a harmonious judicial system with the structures of the ordinary judicial system.
In order to get acquainted with the general features of this reform and how to distribute jurisdiction over the administrative judicial structures after the creation of the courts of appeal, it is necessary to address the contents of this reform and its causes and effects, which we eventually came to view as positive to a large extent.
